What does an Employer of Record actually do?

An Employer of Record is the legal employer for people who work in your business. Elara employs your team in Kosovo and handles contracts, payroll, tax and HR records. You manage their day-to-day work.

Do we need to open a company in Kosovo?

No. Elara is the legal employer in Kosovo, so you can hire full-time staff there without setting up your own company.

What’s included in the €350 fee?

Candidate sourcing and screening if you need it, local employment contracts, legal onboarding (employment contract, tax and pension registration, payroll setup), monthly payroll and tax filings, payslips and HR records, and ongoing local HR support. You handle day-to-day onboarding, such as training and introductions to your team. Employment costs (gross salary, the employer pension contribution (5% of gross salary), and agreed benefits and expenses) are separate: they are passed through at cost, with no mark-up.

Is there a deposit?

Yes. Before the first payroll, you pay a refundable deposit of two months’ employment costs for each employee. It is not a fee. It acts as security and can be used for any amounts due under the agreement, including fees. Any unused balance is returned after the final reconciliation.

How are invoices and payments handled?

Invoiced monthly in advance, in euros: one consolidated invoice, issued after commission amounts are approved. Cleared funds must be received 10 working days before the payroll date. If they are not, we may pause non-statutory services such as new hires, but employees’ wages, tax and pension payments continue. You pay for at least 3 months per employee (fee and employment costs), even if the placement ends sooner. After that, 30 days’ written notice ends an employee’s placement. No VAT applicable.

What does it cost when an employee leaves?

Any notice pay, severance and accrued leave due to the employee under Kosovo law are passed through at cost. Kosovo law sets the employee’s notice period by length of service (30 to 60 days), which may be longer than your 30 days’ notice; the difference is charged at cost. Employees protected from dismissal (for example during pregnancy or maternity leave) continue to be employed and funded until their employment can lawfully end.

How much does it cost?

From €350 per employee, per month. That covers employment, payroll, HR support and candidate sourcing. Larger team? Talk to us. Employment costs are passed through at cost, with no mark-up. There is a one-off setup fee of €2,000 per client, and no offboarding fees. The deposit is refundable and is not a fee. Equipment such as a laptop is passed on at cost; office space and other services are extra and agreed in advance. No VAT applicable.

Why Kosovo?

Kosovo is one hour ahead of the UK, on the same time as Berlin, Paris, Madrid and Rome, so your working day overlaps fully. English is widely spoken, especially among graduates, and many people have already worked for UK and European companies. Salaries are much lower than in Western Europe: typically €500–€1,000 a month depending on the role, with specialist roles such as marketing and software engineers earning more.

Who owns the work our team produces?

You do. Everything your team creates for you belongs to your business from the moment it’s created, and confidentiality terms protect it. We can share our contract templates before you sign.

How do we end an employment if it doesn’t work out?

We handle it under Kosovo law, on the grounds the law allows: notice, final pay and paperwork. During probation (up to six months), 7 days’ notice applies. You cover the costs of ending the employment, such as notice pay.

What notice periods apply?

7 days during probation. After that: 30 days for 6 months to 2 years of service, 45 days for 2 to 10 years, and 60 days for over 10 years.

How fast can someone start?

It depends on signing the agreement, paying the deposit and the person’s notice period with their current employer. Then we set up the contract, payroll and registrations quickly. Need to find someone? We send you screened CVs within 24 hours.

How do you handle personal data and GDPR?

Personal data is used only for employment, payroll and HR, under Kosovo’s data protection law (aligned with GDPR) and UK/EU GDPR. Data protection terms are part of our agreement.

Who manages the employees?

You do. You set their priorities, manage performance and lead the day-to-day work. Elara looks after the local employment relationship, payroll and HR administration.

Can you help with offices and equipment?

Yes. If you want equipment such as a laptop, or extras like office space, we arrange them. Equipment is passed on at cost; office space and other services are extra. Everything is agreed in advance, and none of it is part of the €350 fee.
